London. . . September 14. . . . A letter from the frontiers
of Turkey, dated August 20, says, "Every thing bears the
appearance of war in this empire: Nay, it has already been
announced, according to custom, by sound of trumpet in all
the provinces; and orders are sent to the respective
governors, that all the troops may file of towards Varna in
the Bulgaria, which is the general rendezvous. . . Russia
appears to be the object of these preparations. . .
