London, June 13.  [Previous reports of legal proceedings by
Mr. Wilkes]  They write from Portsmouth, that when the news
of Mr. Wilkes's outlawry being reversed came to town, the
greatest joy was expressed by all ranks of people; the bells
began ringing, and continued till late at night.
