Portsmouth, April 26.  On Sunday evening Lord Pigott and his
family arrived here, accompanied by Governour Johnstone and
his brother, the Admiral.  General Smith and a train of
Councellours for Madrais soon followed.  The bells of the
town were rung for many hours while the admiral,
commissioners, and the several captains waited on his
Lordship.
