River:]
But to conclude, from the whole of his piece, I should
rather apprehend, from the many groundless difficulties
raise by him, that he was a masked enemy to the clearing of
Schuylkill, fearful least an application should be made to
him for a subscription, which roused his sensiblity, and as
an old song says--
  ---touch but his pelf, 
   He will shew King and country are center'd in self.
But for his consolation under hour happy constitution, his
purse strings are in his own hands.  Farewell, [signed]
