Soissons, Jan. 26.  We are still in hopes that the congress
will produce a general peace, because all the lodgings and
houses are still kept in hire, altho' most of the ministers
are yet absent.  Mean time drums are beating up here, and in
the neighborhood, to raise men for recruiting the French
regiments, which are to be complete by the beginning of
April.
