Philadelphia, . . . April 17.  Yesterday afternoon an
officer arrived in town from New-York, with letters from Sir
Guy Carleton and Admiral Digby, to the honorable the
Secretary for Foreign Affairs, inclosing a proclamation of
the King their master for a cessation of hostilities. . . 
[18 lines, proclamation read at Court-House, flag raised,]
the bells were rang, and a general joy diffused itself
throughout the city.
