London, February 2.  Extract of a letter from Philadelphia,
Nov. 16.
   You have, no doubt, the disagreeable accounts of the
capitulation at York Town. . . [8 lines criticizing
Washington.]
   Dr. Witherspoon is of a very versatile turn: at first he
was a strong advocate for independency: he is now so much a
convert to the contrary opinion, that Congress would give
him any bribe to hold his tongue.  He is a man of great
talents, and a most powerful orator.  When he preaches, the
church is crouded as much as Drury-Lane theatre, when your
celebrated Garrick played Lear. . .
