Philadelphia, May 6.  Yesterday Capt. Smith arrived here in
nine weeks from Portsmouth, by whom we have papers to the
22d of February; from which we have extracted all that is
material, and is as follows, viz.
  That Admiral Saunders, with his whole squadron, was
cruising off Cadiz, with orders to act offensively; that the
second expedition on foot, was to consist of 12 men of war
of the line, 5 frigates, 2 fireships and a bomb, with about
6000 land forces:. . .
 [para 2:] " That it was expected Admiral Saunders would
attack Cadiz, which, it was thought, would not be a very
difficult conquest; and that if Cadiz was taken, all the
ships of war in the Caraecas must be destroyed or fall into
our hands, and likewise all the naval stores in that royal
yard:  That the grand expedition some tho't, was designed
against La Vera Cruz; but others, that it was certainly
destined for the Havannah  [para. 3:] " That Sir Robert
Keith, the British Minister [of] Peterborough, had initiated
how advantageous it would be for both nations to renew the
treaty of commerce subsisting between them:  That from
Havelberg, news had been received, that a suspension of arms
was solemnly proclaimed, by sound of trumpet, and [under] a
discharge of all the artillery, between the troops of his
Imperial Majesty of all the Russias, and those of the King
of Prussia:  That the Grand Signior had demanded a passage
thro' Poland for a numerous army that is to march to the
assistance of the Prussian King.
