Dublin, Septemb. 21.  Extract of a private letter from
London.
Ways and means are now contriving against the meeting of the
Parliament, to raise new supplies, which will be a very
difficult matter, there being so many different taxes
already; but however one more is talked of, which is to lay
a certain taxation on all French taylors, manuta-makers,
vintners, cooks, dancing masters, valet de chambres,
footmen, grooms &c. which at only three pounds a head, will
raise ninety thousand pounds per annum to pay the interest
of three millions of money to be borrowed at three per cent,
there being at least thirty thousand natural born French
people in the city and suburbs of London and Westminster. 
And every nobleman and gentleman who hath riches or vanity
enough, are to pay ten pounds a year for each and every
French servant; which in the whole will raise a sum of more
than one hundred thousand pounds a year."  (Re. the
