London. . .  August 13. . .  By letters from Lisbon we
learn, that Mons. de Guay, commander of the French fleet
there, with his principal officers, were very kindly
received at court by the King:  but their behaviour had very
much disgusted the nobility, having infringed the laws of
nations by going ashore in parties of an hundred at a time,
well armed, and that to the no small terror of the populace. 
'Tis added, that their business was to receive 10,000 tons
of anchors, cordage, &c. of the British manufactory, which
had been sent there by three merchants in London; and they
gave out before they went, that their expedition to Cadiz
was for a cargo of Irish beef and butter.  The Portuguese
are more pleased at their departure, than they were when Sir
John Norris's fleet sailed into the Tagus, and are ready to
sing Te Deum on this joyful occasion.--From whence we infer,
that these bullying braggarts of France are of very little
importance, when Britain's sons unite, and are even forced
to beg for her naval stores, before she can complete her own
fleets.
