[In essay by John Mein on continuing wrangle over imports,
in a metaphor of a committee meeting to discuss legality of
various cargoes:]  Our travellers received from the
occurrence, a sort of tragi comic entertainment; the mean
evasions to which the "well disposed" resorted, and the weak
subterfuges, under which they attempted to conceal or slur
over the truth, frequently excited laughter, indignation and
contempt: for when they spoke singly, they were as far from
agreeing upon what was proper to be done, though they all
agreed something ought to be done, as when they clamoured in
concert. . .
